The activity's own configuration lists a single requirement to open it: Castle level 15. There is no separate server-age clock sitting alongside that number, and no additional condition tied to how long the server itself has been running. A brand new server and a months-old server both open Miracle Garden the same way, through the same Castle level checkpoint, at whatever point each individual Castle gets there.

New Servers, Different Speeds

On a freshly opened server, players push Castle levels at very different speeds. Someone racing Castle growth can hit level 15 and unlock Miracle Garden well before slower-building neighbors on the exact same server, all inside the same opening week. Waiting around for a specific calendar date because you assume the whole server unlocks together is the wrong mental model here.
