Empty City Strategy rolls every round, and Hesitation can make an enemy's extra attack backfire.
Zhuge Liang's skill text has two separate chances stacked in one sentence.
🎲 Two Rolls
Empty City Strategy is one of Zhuge Liang's eight skills, and its description is one sentence with two chances in it. First, each round there is a chance to put a set number of random enemy squads into Hesitation state. Second, once a squad is in that state, each additional attack it tries has its own chance to fail and to deal Physical Damage back to itself.
So the first roll decides who gets picked, and the second roll decides what happens when that squad tries to attack again. Neither percentage is a fixed number in the text, so I am not quoting one.
🔁 What Repeats
"Each round" is the important phrase. The description does not say the Hesitation state lasts a set number of rounds, and it does not say it stacks. It only says the roll happens every round. If you are reading a battle report, that wording fits a skill that keeps re-rolling rather than one you can time once and forget.
I would treat how long a squad stays in Hesitation as not yet confirmed.
⚠️ Not Stated
The self-damage line is tied to additional attacks specifically. A normal attack is not mentioned in that clause, so the text gives no reason to expect Hesitation to stop a plain normal attack. That is my reading of the wording, not a tested result.
Also worth noting: the description names random enemy squads, so you cannot aim it at a chosen target. If the enemy has few squads, the same squad can be picked again on a later round, which the text neither confirms nor rules out.
🧩 Where It Sits
Zhuge Liang's card also has Rapid Crossbow Fire and Brilliant Pouch Plan, and those are separate skills. Rapid Crossbow Fire describes a chance to perform 2 normal attacks per round for allied Archer squads. Empty City Strategy is about enemy additional attacks instead, so the two texts talk about different things.
When you scout an enemy lineup, which squad would you want Hesitation to land on first?
