One Queue, Two Builds

Without a Second Builders slot active, your city only runs one build order at a time. Every lord hits this wall eventually. Your Lumber Warehouse finally has the cost saved up and is ready to level, and your Military Academy is sitting there ready too. The queue doesn't care which one matters more to you, it just holds whichever line you dropped in first.

Gems Buy You Time

You can spend gems to speed up whichever build is currently running so the queue clears faster, but that only shortens the wait on the one you already picked. It doesn't let you run both at once unless you've activated a Second Builders, and even then the cap stops at two.
