I’m confused about one specific detail here. The guy chased at least half a dozen people around City Hall at 5:18 a.m. City Hall’s a high-traffic public space, even that early, you’d expect security, overnight workers, or random passersby to be nearby. But there’s no mention of anyone intervening or how he managed to get away after threatening so many people. It doesn’t make logical sense. If six people were being chased and threatened, someone would have called for help right away, but the report doesn’t address that gap at all.
