Last Wednesday around 5:18 a.m. in Center City, a 16-20-year-old Black male (5’8”, thin, in old art clothes, Chucky mask with a black face covering underneath) harassed people across spots like 15th & Chestnut, South Penn Square. Over 15 mins, he confronted passersby, chased some, filmed himself, and acted erratically after being denied service at a Chestnut Street Dunkin’ for his mask. Only one jogger has come forward—she was threatened twice, ran screaming for help and injured her leg. Police suspect more victims exist and his actions may tie to a social media trend.
