Hello devs.
State 400 and many states are almost dead with only one active alliance or about 100 active players in state. So please look at these state and merge it with 400. So that players who have been playing for a long time in same state and have spent money in their castles but they are not heavy spender or by any means do not want to migrate can play in a more competitive state.
As you are merging many state look at this bracket too and do the needful.
