Free immigration tickets
There many States that doesn't have much active castle or iron more then 7 years has been pass many players still playing in death states there mast atleast one way to get free immigration tickets from alliance store atleast 1 tickets so active player can find way to exit from death states
They should just mass merge all the half full or less states and make a more competitive playing field to keep players engaged
