These cities marked like this are the attack city. You can attack anytime you see one marked with just 1 hero and 1 soldier. If you don'tknow how to usejust one soldier. Tap the bar on the left side to the right of the hero and it will let you adjust it. If you don't know how to use just one hero.. you tap the hero in the lineup and they will disappear.
